แถลงการณ์คณะกรรมการสิทธิมนุษยชนแห่งชาติ (กสม.) เกี่ยวกับการยุติสงครามในฉนวนกาซา

คณะกรรมการสิทธิมนุษยชนแห่งชาติ (กสม.) ยินดีต่อข้อตกลงหยุดยิงระหว่างอิสราเอลและกลุ่มฮามาส ซึ่งมีเป้าหมายเพื่อยุติสงครามในฉนวนกาซา และนำไปสู่การปล่อยตัวผู้ถูกควบคุมตัวชาวอิสราเอลและชาวปาเลสไตน์ อันนับเป็นพัฒนาการสำคัญในการคลี่คลายความขัดแย้งที่ยืดเยื้อมากว่าสองปี และเป็นสัญญาณแห่งความหวังต่อการยุติความรุนแรง การสูญเสีย และความทุกข์ทรมานของประชาชนในภูมิภาคตะวันออกกลาง

กสม. หวังว่าข้อตกลงหยุดยิงนี้จะนำไปสู่กระบวนการสันติภาพที่ยั่งยืนบนพื้นฐานของหลักสิทธิมนุษยชน ความยุติธรรม และหลักมนุษยธรรมระหว่างประเทศ ควบคู่ไปกับการเยียวยาและการฟื้นฟูสภาพทางสังคม เศรษฐกิจ และจิตใจของประชาชนผู้ได้รับผลกระทบ ทั้งนี้ กสม. เรียกร้องให้ทุกฝ่ายยุติการใช้ความรุนแรงในทุกรูปแบบ เคารพข้อตกลงหยุดยิงอย่างเคร่งครัด และไม่ดำเนินการใด ๆ ที่อาจนำไปสู่การปะทุของความขัดแย้งหรือการละเมิดสิทธิมนุษยชนขึ้นอีกในอนาคต เพื่อให้ประชาชนทุกฝ่ายสามารถดำรงชีวิตได้อย่างปลอดภัย และอยู่ร่วมกันอย่างสันติ

ในขณะเดียวกัน กสม. หวังเป็นอย่างยิ่งว่าบรรยากาศของความสงบและสันติ และการเจรจาเพื่อยุติความขัดแย้งในภูมิภาคตะวันออกกลาง จะขยายไปสู่พื้นที่อื่นซึ่งยังคงมีความขัดแย้ง รวมทั้งสถานการณ์บริเวณชายแดนไทย-กัมพูชา ทั้งนี้ กสม. เชื่อว่า รัฐบาลจะดำเนินการที่เหมาะสมสอดคล้องกับรัฐธรรมนูญ กฎหมายภายในที่เกี่ยวข้อง และกติการะหว่างประเทศที่ประเทศไทยเป็นภาคี ในการจัดการและแก้ไขปัญหาโดยเร็ว โดยคำนึงถึงความผาสุกของประชาชนโดยรวมและประโยชน์ของประเทศชาติเป็นสำคัญ

Statement of the National Human Rights Commission of Thailand (NHRCT) on the Ceasefire in the Gaza Strip

The NHRCT welcomes the ceasefire agreement between Israel and Hamas, which aims to end the war in the Gaza Strip. This development paves the way for the release of Israeli and Palestinian detainees and marks a significant step toward easing a conflict that has persisted for more than two years. It also serves as a sign of hope for ending the violence, losses, and suffering of people in the Middle East.

The NHRCT hopes that this cessation of violence will lead to a sustainable peace process grounded in the principles of human rights, justice, and international humanitarian law, alongside efforts for social, economic, and psychological rehabilitation of affected populations. The NHRCT urges all parties to cease all forms of violence, to strictly observe the terms of the ceasefire agreement, and to refrain from any actions that could reignite conflict or result in further violations of human rights, as this is essential to enabling all people to live in safety, dignity, and peace.

The NHRCT earnestly hopes that the prevailing atmosphere of peace and dialogue in the Middle East will extend to other areas facing ongoing disputes, including those along the Thai-Cambodian border. We believe that the Government will undertake appropriate actions in accordance with the Constitution, relevant domestic laws and international treaties to which Thailand is a State Party, to address and resolve the situation expeditiously with the well-being of the people and the best interests of the nation as paramount considerations.
